To,
Principal Promila Kumar - Gargi College, Delhi University
Prof D.P. Singh - Chairperson University Grants Commission
Dr. Ramesh Pokhriyal - Minister for Human Resource Development
Update: 12 Feb 2020
Student pressure is working!
A fact-finding committee has been formed with students and faculty members to investigate the events that occured over the weekend at their festival.
However, the college still doesn’t have a POSH-compliant Internal Complaints Committee. The Principal must see to it that legally-mandated procedures are followed in ensuring safety on campus.

Trigger warning: molestation, sexual abuse
Horrific accounts of molestation and sexual abuse have emerged from the annual festival at Delhi University’s Gargi college.
“There were drunk, middle-aged men harassing us, molesting us and masturbating at us... I was groped thrice by a group of men inside that crowd and when I screamed they laughed..." is an account from one student.
After outrage on social media, and a peaceful protest organised by students earlier today, the Delhi Police has begun a probe taking suo motu cognisance of the case. However, the college Principal has remained silent.
Ask college Principal Promila Kumar to take responsibility for the investigation and file a formal complaint.
The University Grants Commission (UGC) guidelines state that the Principal and executive college authorities are responsible “to bring those guilty of sexual harassment against their employees or students to book, and initiate all proceedings as required by law”.
The buck stops at the Principal to make sure the college is a safe and nurturing environment for its students. Ask her to stand behind her students.
