Dear citizens of Delhi,


The date of the upcoming MCD election has finally been announced and it’s taking place on 4th December 2022. A lot of the problems we the citizens of Delhi face could be only solved if the municipal corporation works in the right direction. And easy and accessible transportation is one big issue that needs to be talked about. 


Therefore, before the MCD elections, we are reaching out to candidates of every political party and asking for their commitment on sustainable mobility. We need 10,000 signatures on this petition for this to be supported. Please sign and join us in demanding a stronger commitment from the political parties in the upcoming elections. 

Following are our demands: 


Goals for MCD to Meet Citizen Demands

 

  1. Make 80% of all MCD roads conducive to pedestrians, cycling and other NMT as envisaged in Delhi Master Plan 2021 in coordination with commuter-government committee under RWCs. 

 

  1. 100% of all new vehicles procured by MCD to be electric. 

 

  1. Align all development projects with Local Area Plans at ward level as mandated in the Master Plan of Delhi. 


Transport, Public Mobility and Parking 

  1. Develop NMT and Cycling Master Plan for MCD roads to - 

    1. Integrate cycling tracks and parking on all roads to enable smooth flow for cyclists. 

    2. Increase use of rickshaws for first and last-mile connectivity with public transport. 

    3. Register e-rickshaws and tricycle rickshaw vehicles with a colour / number code of the respective zone. 


  1. Streamline parking management and address irregularities that lead to congestion - 

    1. Provide designated parking spaces around public offices and no subsidised parking to be provided for private vehicles in public places across Delhi. 

    2. Mark designated spaces for parking of para-transport / feeder modes/ NMT on priority with subsidy. 

    3. Parking spaces to be under the management of RWCs and market associations with a mandate to remove unused old vehicles from the roads and to enforce stilt parking utilisation with heavy penalties on violations. 

    4. Allow only colony resident vehicles to park inside the colony to resolve inter-colony parking problems. 


  1. Promote infrastructure to achieve 50% on-road share of EVs in 5 years - 

    1. All new Municipal government vehicles procured to be electric from 2022 with charging infrastructure on their routes. 

    2. Set up used battery replacement centres in every assembly area for recycling and safe handling. 


  1. Establish a Walkway & Pedestrian Authority under RWCs to develop pedestrian-friendly public routes in every ward that help reduce traffic congestion and air pollution - 

    1. To facilitate easy interchange between modes and allow local trips to be made on NMT or foot, mid-block crossings on roads need to be provided at approximately every 250 metres or less. 

    2. For elderly, children and specially abled people, renovation & redesigning of unpaved and broken sidewalks and roads needs to be done, “at-grade” with signalization, both at intersections and mid-block crossings. 

    3. Pedestrian signals need to be synchronised with the nearest traffic signals, for smooth movement of traffic along with safe pedestrian/ NMT crossing. 

    4. Foot Over Bridges (FOBs) are to be considered as an exception, not the rule, as per Delhi Master Plan. They are to be provided only under circumstances where no at-grade crossings are feasible. For rapid transit corridors, grade separated crossings such as FOBs may be considered in case no other solution is possible at grade. 

    5. Formation of commuter-government committee under RWCs to review public transport services in each ward and zone. 


  2. Support Transit Oriented Development as envisaged in Delhi Master Plan to reduce private vehicle ownership and enhance public transport use.
