Why is this important?

The COVID-19 pandemic has made countries across the world rethink the idea of development and their vision of the future. Delhi is no different. Whether one lives in Karol Bagh or Kamala Nagar, Malaviya Nagar or Mayur Vihar, they can’t ignore the challenges they face including traffic congestion, inadequate energy infrastructure, lack of basic services, environmental degradation and rapid spread of slums.

Ecological issues of Delhi are widespread, covering many facets of daily life. The fertile lands and water bodies have been covered over by built-up urban sprawl. Piles of garbage litter across the city and not only creates environmental issues, but affects the city’s aesthetics too.

The disposal of waste remains inappropriate, with waste being dumped in low-lying areas posing contamination risk. Excessive heat, water scarcity and excessive rainfall-induced water clogging keep affecting Delhi. Traffic congestion and lack of public transport’s connectivity with residential and commercial areas are also city’s challenges.

Extreme problems call for new ways of thinking and MPD-2041 presents an unprecedented opportunity to think and act differently.

The email presents 10 demands to be included in the MPD-2041 to make the city sustainable by 2040.

Drafted in consultation with United Residents Joint Action URJA (a collective of more than 2500 RWAs of Delhi) , the 10 points focus on enhancing street infrastructure, sustainability, increasing walkability, air pollution control and regulation of unauthorized colonies.

But wondering why should you read and send this email to the DDA asking them to include these suggestions in the master plan? Here’s a simple answer- YOU LIVE IN DELHI-NCR. Any citizen who breathes the city’s air knows what it feels like to imagine their children spending their future in this city. You deserve a better Delhi. Your loved ones deserve a better future.

Achieving a more inclusive Delhi in 2041 means taking stock of the actual situation today, and implementing a bottom-up approach. The approach should be based on the availability of resources and should define the carrying capacity of the city.

As the government undertakes an exercise of envisioning the future for the next 20 years in the form of MPD 2041, I as a citizen of Delhi, would like to add a few of my suggestions that I think should be a part of the master plan. Based on this I appeal for careful consideration of these suggestions for the framing of various strategies / policies for Master Plan 2041:

- Delhi needs to be planned as a resilient city and needs to protect its citizens from pollution risks. With 65% reduction in air pollution by 2025 and ensuring pollution does not reach severe levels.

- Delhi needs to be a sustainable city and public transport should target for 80% population to accommodate 80% of all daily trips taken by people in the city. Reform pricing per km to be affordable and introduce common smart cards across multiple modes of transport. Augmentation of public transport with an emphasis on exclusive transport for women.

- Each zone in Delhi is different and needs a tailored approach to ensure equity, inclusivity and sustainability. The Master Plan should therefore make provisions for separate structured plans for functional areas under Local Area Development Plan, and encourage the role of RWAs in the local area governance system. This will also ensure preparation of a blueprint/ a plan for infrastructure leading to better allocation of funds, instead of ad hoc measures which were taken till now.

- Role of RWAs and MTAs needs to be strengthened. They are critical in identifying local area level issues and even more so at the implementation stages of policies. Their potential in achieving “sustainability” goals at neighborhood level needs to be tapped. Role of RWAs and MTAs needs to be strengthened.

- Enabling decongestion  - City traffic planning to move maximum people than vehicles, therefore ward-level planning for local traffic and their needs is required.

- Allocate formal spaces- The availability of a formal space to carry out their livelihood can be a huge step for informal workers whose sites of work are often diverse and unrecognized. Gender sensitivity and issues of migrants, differently abled, vendors and home-based workers need to be addressed. Ensuring women representation and ownership to make public spaces more accessible and safe for all.

- Pathway to 100% clean electricity- Legislation for all electricity to be pollution free (RE) sources by 2050, with a target of 50% of RE by 2035. Complete phase out of old DG sets and Waste-To-Energy plants. All possible uses of terrace especially for services including solar power generation should be explored at design stage.

- Water security for all- Through zero loss of water as waste and 100% utilization of rain for groundwater recharge by 2025.

- A Green, Dust Free, Walkable City- Establish walkways and Pedestrian Authority to make the city walkable.  Streetscapes can be designed and developed but need to be maintained. Fixing civic responsibility for maintenance and enforcement is critical to ensure the rights of pedestrians.

- Develop Ecology Master Plan of Delhi with targets for 2025 and 2041 related to green cover, water bodies and groundwater. Treating streets/ mobility networks as public spaces: Redistributing and redesigning of streets for better pedestrian movement, cycle paths and street furniture including seating areas, green islands that improve social interactions and improve safety.

- Revival of the existing city level (macro) blue-green networks. Connectivity of the open spaces are important. Taking care of the ‘unbuilt’ environment is critical to the well being of the ‘built’ environment.

- Humane approach to Delhi’s water bodies - River Yamuna is a major environmental resource, and its potential and existing encroachments need to be addressed adequately in this Master Plan. It can also be declared as an Urban Forest. Further activate Delhi’s Wetland Authority to revive water bodies and channel recycled water to wetlands as directed by courts.

- Effective and accountable grievance redress mechanism- Thus ensure Zero Tolerance policy to be announced for crucial issues like; public land encroachment, garbage burning, encroachment, women harassment, corruption, etc.

- Transparent governance practice by ensuring public information and feedback mechanisms. This includes annual white paper from the government on enforcement status of all regulations, policy announcements and schemes. Quarterly reporting on implementation status of Master Plan of Delhi with a grading system at ward level, to allow better implementation on ground.

Duly hope that these suggestions will be acknowledged and accounted for in the Master Plan.
