नाशिक शहरात बस सेवा सुरु होणार, यात अत्याधुनिक कमी प्रदूषण करणाऱ्या सीएनजी आणि zero pollution इलेक्ट्रिक बसेस असतील अशा आशयाच्या बातम्या नाशिककर गेली दोन वर्ष ऐकत आहेत. मोडकळीस आलेली शहर बससेवा, सहसा न परवडणारी रिक्षासेवा, पेट्रोल डिझेल चे वाढते दर यामुळे मेटाकुटीस आलेल्या सामान्य नाशिककरांसाठी हि एक सुखद बातमी होती.

अशावेळी सर्व पूर्तता करून फेब्रुवारी २०२० अहवाल पाठवूनही राज्य परिवहन विभागाकडून शहर बससेवा सुरु करण्यासाठीचे परमिट प्राप्त झालेले नाही. यासाठी नाशिक महानगरपालिकेने तीनवेळा स्मरणपत्रे पाठवूनही यावर अद्याप काम न होणे म्हणजे नाशिकरांच्या प्रतिक्षेचा अंत पाहण्यासारखे आहे.

स्थायी समितीच्या सदस्यांनी तसेच नाशिक महानगरपालिकेच्या काही नगरसेवकांनी BS6 बसऐवजी BS4 बस खरेदी करण्याच्या निर्णयावर आक्षेप  घेतला होता. त्या सर्व पत्रांना महानगरपालिकेने दिलेली उत्तरे पालिकेच्या वेबसाईटवर उपलब्ध आहेत. याच काळात बाकी अनेक राज्यात आणि शहरांत BS4 बसेस खरेदी केल्या गेल्या कारण या सेवेसाठी २०१८ साली पहिल्यांदा निविदा काढल्या गेल्या तेव्हा BS6 बसेस उपलब्ध नव्हत्या. महानगरपालिकेने याबाबतचे स्पष्टीकरण आणि नगरसेवकांसोबत झालेला पत्रव्यवहार याचीही सर्व माहिती वेबसाईटवर उपलब्ध आहे. तरीही प्रदूषणाचा मुद्दा उपस्थित करून बससेवा सुरु करण्यात वेळ वाया घालवला जात आहे. उलट बससेवा उपलब्ध नसल्याने रस्यावर वाढलेल्या वाहनांमुळे येऊ घातलेल्या बसेसपेक्षा कितीतरी अधिक पटीने प्रदूषण होत आहे.

या बसेसची खरेदी, बस स्टॉप विकसित करण्याची कामे, वाहकांचे प्रशिक्षण, तिकीट issuing मशीन इत्यादी अनेक गोष्टींसाठीच्या प्रक्रिया पार पडल्या आहेत. त्यामुळे या प्रकरणात लवकरात लवकर लक्ष देऊन लाखो नाशिककरांच्या रोजच्या जीवनाचा आधार असणाऱ्या बससेवेला सुरु करण्यासाठी पावले उचलावीत अशी मागणी आम्ही करत आहोत.

Nashik’s very own bus service was supposed to start on 26th January 2021. The trial runs for the same were planned by Nashik Municipal corporation on 1st Jan 2021.[1] But NMC couldn’t start the trial runs because Transport Department of Maharashtra has not processed the permit proposal needed to start the city bus service. 

We are aware about the objections by standing committee members and corporators of NMC about purchase of BS4 buses instead of BS6 buses.[2]

• The reasons to buy BS-IV buses are already given by NMC in it’s answers to these objections. [3] 

• In the same year (2019/20) many other state and city bus services have opted for BS-IV buses in their fleet. 

• Most of them opted for BS-IV due to non-availability of BS-VI buses at the time of Request for Proposal were created for those cities and states.

• Yet Nashik is only city where such objections are raised, that too just two weeks before the planned inauguration.[3] 

• All this data is openly available on the NMC website. 

• After completing all the necessary procedures and submitting a request for proposal in February 2020, the Transport Department of Maharashtra is yet to give a green signal for the city bus service.

This is gross disservice to the citizens of Nashik who are waiting for months for the bus service to be started. The transport infrastructure in Nashik is woefully inadequate -- rules permitting only two passengers in an auto rickshaw has led to citizens using their own vehicles for commuting within the city. More private vehicles on the streets contributes to greater pollution levels than BS-IV buses that will replace these vehicles. 

The transport department must take all these points into consideration and process the permit request as soon as possible.
