- Urgently announce the commitment to allocate the necessary funds and continue the Post Matric scholarship scheme to benefit 60 lakh SC/ST students.
- Establish a better monitoring system to ensure that the state government demands are received timely and money is released from centre on time.
Why is this important?
At a time when the chaos induced by the Covid-19 pandemic has impacted students across the world, 60 lakh students in India are on the verge of losing their only hope of education!
The post-matric scholarship scheme that helps over 60 lakh Scheduled Categories students (from classes 11 and 12) complete their schooling has nearly shut down across more than 14 states, after the Central government ended funding to states under a 2017-18 formula.
Post-Matric scholarship scheme is a Central government sponsored scheme under SC and ST budgets that has helped bridge the existing socio-economic gap, through financial assistance of around Rs 18000.
This scheme covers students belonging to the poorest communities across the country, whose annual income falls below Rs 2.5 lakhs. Currently, this scheme is facing huge challenges to ensure timely disbursement of scholarship to lakhs of students across the country.
The government currently follows the ‘Committed Liability’ funding formula -- according to which this becomes the only Centrally Sponsored Scheme which does not follow the 60:40 Centre-State funding formula.
To note, with no adequate fund with many state governments, there are delays in disbursement of scholarships in many states like Bihar, Haryana, Punjab, Himachal Pradesh and Uttarakhand and so on after 2018-19 onwards. Since 2018, most of the 60 lakhs students have not received their scholarships.
With more states following the suit, the educational equality rights of children coming from marginalised groups is at stake!
